"Socialists win most elections in Europe and elsewhere now. Despite the remarkable advances for liberty in Chile some years ago, the current president of Chile is a socialist."

We can only assume that the "advances for liberty" he is referring to are the organized torture and slaughter of dissidents in the early seventies under the leadership of the CIA supported Augusto Pinochet coup. With CIA funding and tactical support (such as the assassination of the head of the Chilean military before the coup), Pinochet and his cadre of fanatics overthrew the democratically elected socialist President Salvador Allende, wiping out any critique of capitalism or the Pinochet dictatorship. In the process they insured liquidation of state assets, subservience to international capitalist economic regimes like the IMF, World Bank, and foreign international financial and manufacturing corporations.

In addition, murders, disappearances, secret police and state terrorists became the state policy in dealing with anyone questioning this economic arrangement. This pattern of elite control of resources enforced by the violent control of poor bodies was par for U.S. supported Latin American regimes in Guatemala, Honduras, El Salvador, Nicaragua, Paraguay, Brazil, Peru, and Argentina as well as in Chile.

Quesion and Answer

Isn't it more likely he's referring to the antisocialist economic policies begun by Pinochet?
These economic policies could not have been enforced without torture, murder and massive subversion of the democratic process. So you can't really refer to one without the other.

Also, the documented numbers of political opponents killed by the Pinochet regime is about 3,000 (though many people say the figure is more likely in the tens of thousands). Evil as this is, is it honest to refer to this as "political genocide" ?
Genocide (according to the Merriam-Webster dictionary) is the deliberate and systematic destruction of a racial, political, or cultural group. By torturing and murdering anyone who wouldn't fall in line with the dictator, the Pinochet regme wiped-out the opposition one body at a time. This mass murder was not on the scale of the holocaust of Jews, homosexuals, Roma, and Slavs under the Nazis; the ethnic cleansing of the Bosnian moslems; the torture, mass-murder and "ladinozation" (sp.?) of the indigenous people of Guatemala since the CIA assisted coup of 1954; nor the extermination of the Armenians by the Turks. However, it was probably equally horrific for those who lost family, friends, colleagues or the personality that was tortured out of them under the despotic Chilean regime.
