Officer Derrick Crawford, Baltimore City PD. Officer Crawford broke a 10-year-old boy's arm in two places and fractured his shoulder while arresting him. Baltimore City Police Commissioner Kevin Clark 
justified the use of force by saying the boy tresspassed in a Shop N Save.
Chief Charles Ramsey, DC Metropolitan Police Department. Learned crowd control as a young cadet during the '68 Democratic National Convention and applied it to the '96 DNC. Chief Terence Gainer, National Capitol Police. A flunky of Ramsey's from way back in Chicago. While serving as assistant MPD chief, Gainer got pepper-sprayed by members of his own rank-and-file. Pronounces the word "escape" as "ex-scape". He's a real tool. 
Chief Charles Moose, PhD, Montgomery County Police Department. A big star during the serial sniper shootings, he's been in contention with his employers while trying to publish a book on the case while the suspects are still on trial.
Pfc Carleton Jones, Prince George's County Police Department. In an unmarked car, this cop started tailing a young black man named Prince Jones, in a case of racial profiling. He followed the guy all the way from PG County across DC and into northern Virginia to a driveway where Pfc Jones shot the suspect in the back multiple times in a case of "self-defense". He was found to have used just force. Justice for Prince Jones!
